To a illegal vaccine scandal that first came to light in March. During a State Council work meeting chaired by Premier Li Keqiang, a preliminary investigation found out that the widespread scandal was in serious violation of the law.

The probe report noted that the case exposed loopholes in the country's vaccine management and supervision.  The police are pursuing 192 criminal cases with over 200 suspects who have already been put in detention. Over 350 officials have been punished in 17 provinces.

A risk evaluation will be conducted for the affected, and the results will be released timely. Also a decision to revise the country's current vaccine regulation has been passed. This will further tighten up the overall management, and require all vaccines -- whether mandatory or not -- to be purchased and distributed directly by provincial authorities.

Meanwhile, a new vaccine safety system has also been asked to be established, so as to trace those affected by the illegal vaccines and improve the process of reimbursement for those who display abnormal side-effects.
