Officials from China customs say private companies performed well in the first quarter, when their exports accounted for nearly half of China's as a whole.

E-commerce has given a leg up to the private companies, who have been struggling amid a gloomy world economy. Zhongshan city in south China's Guangdong is a manufacturing hub of lighting accessories.

The market share of the small items exported from here accounts for 70 percent of the global market. It's a similar story for swimming suit producers in Huludao city in nowtheast China's Liaoning province, who say the internet plus strategy has greatly promoted their sales.

"We cultivate brands with our own intellectual property rights, and increase the variety of design patterns to adapt ourselves to the demand of foreign markets," said Chai Lijun, vice mayor of Huludao, Liaoning.

Moving eastward to Danyang city of Jiangsu province, where optical lens production has become a booming industry. Business owners here say they have putting an increasing amount of investment into research and development.

Now, optical lenses made here account for half of the global market share.

"The competitiveness of private companies has increased since the days when we used to rely on foreign companies to boost exports. We now have our own technologies," said Professor Tu Xinquan, University of International Business & Economics.

Authorities around China have been trying to find ways to reduce the logistics costs for small businesses.

Customs Offices in Beijing and Shenyang have set up the country's first fast track program for cross border e-commerce.

The result? Goods are cleared through customs soon after their arrival.

"With this fast track system we transport the goods to Beijing directly,  we don't have to sort packages and send them to the provincial capital city for delivery like in the past," said Yang Jie, manager of Fande Tech Ltd.,Liaoning.

Local officials say the customs initiative is only part of their supply side reforms, with more favorable policies on the drawing board to help small companies tide over the chilly economic conditions.
