The State Council has issued guidelines on the civil aviation industry that sets the goal of completing 500 airports by 2020. 

The goals also include the approval of more than 5,000 private jets, turboprops and helicopters during the same time period. The guidelines stipulate that annual flying time will be set to reach two million hours in 2020.

The council also says the government will open additional lower altitude airspace for civilian use.
