S. Korea: DPRK fails with attempted missile launch

South Korean military says the Democratic People's Republic of Korea appeared to have failed in its fourth test-launch of a ballistic missile. The attempt comes after Pyongyang's dialogue proposals on military matters were repeatedly dismissed by Seoul. China has called on both sides to make effort to safeguard peace and stability on the Korean Peninsula.

South Korean officials say the DPRK tried to test-fire what's believed to be a Musudan intermediate-range ballistic missile early Tuesday from its east coastal region. Seoul condemned the test and warned of more powerful sanctions and isolations. 

Japan called the launch a "provocative" act and keeps its military on alert. While Russia says it will be treated as violation of UN Security Council resolutions.
