US Defense Secretary Ash Carter commented on the South China Sea issue, and had stern words for China at the Shangri-La Dialogue. Chinese scholars have come out to state that China has always contributed to regional security and development, and urged the US to cooperate with China more.

"Secretary Carter talked about the military existence of the US in the Asia-Pacific region, which to me, depicted the US as the greatest military power in the world. For example, its 11 aircraft carriers and the more than 200 military basements in the world. And yet what is the image of China? China is a great economic power. We can see Chinese tourists and Chinese products all around the world. I think the US is playing the role of a great military power, while China is playing the role of a great economic power, which seems obvious. So people will think of 'Made in China' when they talk about China, while they think of aircraft carriers when they talk about the US. But is the development around Asia, or regions around the South China Sea based on military expansion or economic development? Countries and regions should make a clear choice," said Jin Yinan, Major General of PLA, professor at National Defense University.

"China is a positive participant, constructor, and dispute-solver following the trend. I think China is trying to contribute to a peaceful and stable environment in the region, by holding the six-party talks and utilizing the double-track mode on solving South China Sea disputes. I think China has been following the trend, and will make more effort so neighboring countries can realize China’s sincerity and endeavors on this issue," said Lu Yin, Colonel of PLA, associated researcher at National Defense University.
