Tom Zwart, director of the School of Human Rights Research at the Netherlands' Utrecht University, told us earlier the best solution to the South China Sea issue between the Philippines and China is not arbitration, but negotiation within the region.

"It's unfortunate that the case has resulted in an arbitration. I felt that the case was being dealt with in the region by negotiation. That's probably the best solution we can find for this problem....... if that can succeed then the tribunal can rest this case, if that do not succeed, then the case will probably go back to the tribunal. But as I said, I don't like the solution at all," Zwart said.
