For more details of the report, we are now joined in the studio by CCTV's Su Yuting.

Q:Tell us more about the result of the investigation.

A:The investigative report has determined that two companies are mainly responsible for the accident. One is Shenzhen Lue Wei and the other is Shenzhen Yi Xianglong. The two companies' operations disregarded Chinese regulations and worker security risks.

The investigative report also criticized the Shenzhen government and its Guangming New District Party Committee for not properly imposing safety laws and regulations, allowing illegal activities, and not supervising or controlling relevant authorities. State investigators say the operators and officials behaved irresponsibly, and committed criminal offenses either through their actions, or their inaction, and bear responsibility for the disaster.

53 company staff members and other suspects have been arrested. 57 more people have already received punishment for committing crimes related to the incident. There are many lessons to be learned from this incident. The report says urban management should be enhanced, emergency  capabilities should be improved, and safety laws and regulations should be strengthened.
