Turkish Foreign Minister Mevlut Cavusoglu said Turkey and Russia have agreed that the next Syrian government should be inclusive. Cavusoglu said in a TV interview that Syria should have an administration which allows everyone to practice their beliefs freely. Turkish officials held talks in Russia on Syria and other bilateral issues.

The talks were followed by the first meeting between Turkish President Recep Tayyip Erdogan and his Russian counterpart, Vladimir Putin, since the downing of a Russian fighter plane last year. Cavusoglu also called on Russia to carry out joint operations against ISIL. He added that the proposal was still "on the table." He said that cooperation between Russia and Turkey on politics, military, and intelligence will pave the way to put bilateral relations on a solid ground and help resolve problems in Syria.
