Highlighting the G20 with Russian eyes

Rebuilding the world order has arrived at a crucial moment with cooperation and international benefits of global governance reaching a historic new high.

China hosts this year’s G20 Summit, which is scheduled to convene in Hangzhou on September 4 to 5.The G20 can continue to play an important role in the international community. Russia remains an influential G20 member, had hosted the organization’s eighth summit meetings in 2013.

With rising interest in the platform to promote global development and international governance, Moscow holds high spirits for the upcoming G20 Summit.

Russia believes the G20 should promote global development and international governance.

Moscow’s diplomatic relations with major western powers had fallen to its lowest point due to the Ukrainian crisis. When the G8 had “expelled” Russia, the country assumed a greater role in the G20.

In its “Foreign policy conception” and “national security strategy,” Moscow has placed the G20 on the same page with BRICS (Brazil, Russia, India, China and South Africa) and Shanghai Cooperation Organization (SCO) as platforms for multilateral diplomacy next to the United Nations (UN).

Putin said,“The G20 reflects the growing economic status of Asia, Africa and Latin America in the world, and it means a lot to Russia.” 

Russians understand the G20 can serve as a “reliable and practical partner” to reestablish the world’s financial system and international order.

Russian political and academic circles hope Moscow can hold more powerful sway to rejuvenate the global economy, improving international energy governance system and reforming financial mechanisms.

Russia’s expectations for G20

Moscow anticipates fruitful results from this year’s G20 Summit,since they are one of the “most distinguished guests” invited. They expect deepening Russia-China ties, which have reached historic high levels.

Russian Ambassador to China Andrey Denisov said in an interview,“Russia hopes the two countries could promote the docking of a respective national development strategy and between the Belt and Road Initiative and Eurasian economic union so as to develop economic cooperation on the Eurasian continent to a higher and deeper level, which will bring more vigor to establishing a new economic order for the world.”

Russia can tout multilateral and bilateral diplomacy through the G20. Moscow suggested holding the BRICS meeting before the G20 to coordinate a stance for developing countries.

Russian President Vladimir Putin said he wanted to unify opinions on global economic issues, promoting world economic growth and financial systematic reform.

Russia stands likely to hold bilateral diplomatic activities during the G20 summit, given that last year Putin had met with US President Barack Obama, German Chancellor Angela Merkel, Turkish President Recep Erdogan, and Saudi Arabia King Salman to exchange views on a political solution for the Syrian crisis and they all had coordinated actions to tackle terrorism.

This year, Russia has made progress on cooperation with the West in Syria,and the thaw may continue during the Hangzhou Summit. Russia may find opportunities to discuss Syria, Ukraine and anti-terrorism issues with European and North American leaders.

Moscow hopes for constructive results. Russian Prime Minister Dmitry Medvedev said this year’s G20 Summit should push forward reforms of the international financial system and strengthen communication on macroeconomic policies to prevent global risks.

According to the Russian media, Moscow also intends to promote the “international energy hub” on the G20 platform, improve the law of inter-state anti-corruption cooperation, and explore e-commerce cooperation.

It’s one of Russia’s national strategies to utilize the G20 for its modernization.Regarding future development of the G20, Moscow believes it is an irresistible trend to strengthen its political functions.

In the 2015 annual report published by the “Wahl International Debate Club”, a Russian think tank, the G20 should develop into a political coordination body to “write the global political chapter of the 21st century.”

Russia endorses a bond to draw on the G20 Hangzhou Summit to promote interconnections, communications and positive interactions to share global leadership responsibilities, so as to become an essential participant in international relations, a policy maker of international rules, and a propeller for the transformation of the international order.
