What is the State Duma and how does election work?

The Federal Assembly of Russia consists of two houses. The lower house is known as the State Duma, and the upper house is the Federation Council of Russia.

The State Duma forms committees and commissions. Committees are the main organs of the house involved in the legislative process, and are formed in accordance to the proportional representation of parliamentary associations.

The State Duma has 450 seats with a duration of five-years. In its 7th election this year, it resumes a mixed-electoral-system. That means, half of the seats will be occupied by deputies who win a minimum of the 5 percent threshold.

The other half will be taken up by candidates elected directly from each of the 225 independent constituencies in the entire Russian Federation. 

In Russia, anyone over the age of 18 is eligible to vote. Voter turnout in Russia’s previous elections in 2011 amounted to 60.2 percent.
