Small town's battle against reliance on mining

We talk about china's economic reforms -- but often at a macro-level.  This week -- we're going to dive in  to look at the economic transition at regional level.  Today, we look at a small town's battle against reliance on mining. 

This small town used to count on mining and non-ferrous metals for 80 percent of the its industrial output. But the global economic slowdown and China's fight against overcapacity put all the mines here out of business.That actually becomes an opportunity for the town.

"The new art park is going to open for business next year, creating 3000 jobs and making 3 billion yuan a year. "Chen Defu,Shanghai Art Park Creative Director said.

And tourism is following on the heel.

"We saw both the number of tourists and tourism revenues grow 30 percent each year in the past three years. "Shanghai County Industral Park Dep. director Liu Minghui said.

But tourism is not for quick money due to huge early investments. That is why the small town is open for bidding by big urban planning firms and financial advisors. One piece of advice it has received is maintaining its industrial output level but in a different segment. That is key to buy time for the services industry to boom.

"Non-ferrous metal used to be the top industry here. We want to drag down its weight in our economy to 50 percent from 80 percent. Now we focus on fiber glass and high-end manufacturing. We want to have 80 percent of our industrial output coming from there. "  Shanghai County Industral Park director Zhang Chaozhu said.

"We are not after economic growth, the quality of growth, the efficiency of growth and the environmental friendliness of growth at the same time. Only that can be called a healthy modernization that would help China leap from middle-income trap to advanced economy. " China Academy of Social Sciences Li Yang said.
