Ealier this month, both countries started working-level talks in the Japanese capital. But South Korea was reluctant to sign off on the deal. South Korea's Dong-A Ilbo newspaper reported that both governments wanted to seal the General Security of Military Information Agreement by the end of 2016. It also said Seoul "will move ahead with the procedures in a transparent manner and based on the public's support".
