NPC to give interpretation to Hong Kong Basic Law article

The Standing Committee of China's National People's Congress met on Sunday to discuss a draft interpretation to Article 104 of Hong Kong Special Administrative Region's Basic Law.

Qiao Xiaoyang, the head of the NPC Law Committee, delivered a report at Sunday's chairpersons' meeting of the NPC Standing Committee on a review of the draft interpretation. Article 104 requires all government officials and legislators in Hong Kong to swear to uphold the Basic Law and swear allegiance to the Hong Kong SAR as part of China. The review comes after two Hong Kong lawmakers-elect violated that provision at a swearing-in ceremony for the region's legislative council in October.

The National People's Congress Standing Committee agreed the pair had humiliated the nation and its people, damaged the rule of law in the territory, corrupted the "One Country-Two Systems" policy, and posed a grave threat to China's sovereignty and security.
