Studio interview: NPC Standing Committee's interpretation of Art. 104

Q1. The Basic Law Committee chairman said the interpretation is an important component of the rule of law in Hong Kong... But there are some voices saying it would undermine the city's judicial independence, as the local judge has yet to make a ruling on the oath takers' case...  What do you think?  What's NPC Standing Committee's legal basis to hand down the ruling?

Q2. Looking into details of the interpretation, any public official who fails to take the oath as stipulated will be disqualified, with no second chance.  It says oath taking should be sincere and solemn... These prerequisites seem to bring some uncertainties into the process.  How to make sure it's not opening a can of worms?
