"I'm at the municipal government of Fengcheng city. According to government officials, the search and rescue operation came to an end at 11 am on Friday, after all the victims and survivors have been uncovered under the rubble. The death toll is 74 people," He Weiwei said.

Now the relief work and investigation have become the main focus of the government. On Friday China's state council has set up a special working team to investigate the cause of the deadly accident.

According to the state-run Xinhua News Agency, 13 people have been detained so far. Also the Supreme People's Procuratorate has already sent personnel to the province to work with local authorities in the investigation.

Most of the victims are not locals, but from other provinces in north China. So their relatives are now coming to Fengcheng city. The local government has designated at least 10 hotels for these relatives and has a detailed plan for them - for each of the relative, there'll be at least 4 government staff to help claim the victim's body, and deal with compensation issues, as well as to provide medical assistance especially psychological counselling.
