Central authorities in China have released their first state-level guidelines to increase protection of property rights. The guidelines were jointly issued by Central Committee of the Communist Party of China and the State Council. They say there are still many problems, including infringement of private property by public power and weak protection of intellectual property rights.

The guidelines call for equal, and law-based protection to all property rights, with public participation in the process. An accountability system is to be implemented, and procedures developed concerning the sealing up, freezing, mortgage, and auction of properties.
