Russian President Vladimir Putin is scheduled to deliver a presidential message to parliament on Thursday.
The speech will be the 13th message Putin has given since 2000.
Presidential Spokesman Dmitry Peskov said Putin's message will be very different in content but its backbone will remain unchanged.
