Expert: Previous limits on DPRK not very effective

For more on the UN sanctions, earlier we talked to Stephan Haggard. He is a professor of Korea-Pacific Studies at University of California, San Diego.
Haggard said, "Of course the coal exports at that time were not completely prohibited. The livelihood exemption which your lead talked about allows them to continue exports. But this is actually a much harder cap in a way, this is actually setting a hard cap. So it seems like this will have an effect.

"Now the real question is how North Korea (DPRK) is going to respond. It's possible that they could in fact launch additional provocations if they believe this is really cutting into their activities."

"So the real question is whether we can go back to some kind of diplomatic process on the peninsula that would move towards a grand bargain or a settlement, not only the nuclear issue but other issues on the peninsula."
