Just how significant is this White paper? One expert weighs in on this milestone. 

Improvements and accomplishments in several areas. One expert says China's most recent White Paper is a framework which guarantees the right of development.

"The White Paper documents the concerns of the standard of human rights and the theories of the right of development. It is a framework to guarantee the right of development. The various topics include a wide range of issues regarding economic, political, social, cultural and ecological development. The White Paper also offers a vision for international cooperation and common development," said Chen Xu Long, Dept. head of China Institute of International Studies.

From poverty alleviation to the improvement in quality of life. The White Paper covers the significant progress China has made.

And Chen regards it as a milestone.

"The White Paper by the Chinese government is an insightful look into Chinese wisdom. It offers depth and insight into what is not just full of history but also modernity.  It should be seen as a significant milestone for China on its journey in the development of human rights, and also a milestone for the human rights development in the international community," said Chen Xu Long.

The right to development is part of the United Nation's Universal Declaration of Human Rights. It is a standard for the international community to strive towards, and China has made that step forward.
