China’s Commerce Ministry has launched a dispute resolution case over the “surrogate country” approach employed by the United States and the European Union to calculate anti-dumping measures against Chinese exports.
When China joined the World Trade Organization in 2001, all members required China use such an approach when assessing dumping duties for 15 years. The ministry says all members now have an obligation to stop using the surrogate country approach because it expired on December 11.
The ministry added that the U.S. and EU have yet to fulfil this obligation.
