NATO seeks to allay concerns at meeting with Russia

Moscow has agreed to meet with NATO envoys for a "frank discussion," aimed at avoiding a military standoff that both sides fear could destabilize the region. 

Russia is concerned about a NATO military buildup along its western border, while NATO wants assurances that Russian troop deployments to the region are purely defensive in nature.

This will be the third time the NATO-Russia Council meets this year.
