Half of one-child families want second child in China

The All-China Women's Federation has new information on families' willingness -- or often their unwillingness -- to have a second child.

A recent survey released by the All-China Women's Federation shows more than half of respondents who already have one child are not willing to have a second. The report also says the willingness of people to have babies in China is lower in cities and modern districts.

The survey results show education, childcare, a family's financial situation, and public service resources are major factors that couples consider when deciding to have a second child.

But the report also shows although parents will have new obstacles when they have two children, they gain a heightened sense of responsibility. And parents are becoming more aware of their children's mental health and physical development.

"Parents who have the second child hope to get a variety of guidance on family education. 77-point-9 percent are willing to receive guidance from child-care centers, kindergartens, primary and middle schools, 43-point-3 percent want to have guidance from experts, 41-point-2 percent hope to get guidance from social institutions, and 35-point-2 percent want to get guidance from public media," Chen Xiaoxia with All-China Women's Federation said.

Experts say having the second child means working harder to get quality education.

"Now, there is more participation by the grandparents in raising children. We also emphasized the significance of well-educated grandparents as they get more involved. We think quality education is quite crucial after our research," Professor Wang Yun with Beijing Normal University said.

The rising cost of raising a child has made many couples reluctant to have two children. Experts say it's important for the government to improve the education system and reduce the cost of schooling on families to encourage couples to have their second children.
