China has issued a new set of guidelines which are designed to tackle the challenges associated with environmental and natural resource protection, as well as improving land usage efficiency. The guideline highlighted that China will improve its management of territorial waters, to build a quote strong country of ocean end quote.

Liu Sushe from the National Development and Reform Commission told reporters that authorities will develop an economy based on ocean resources and pushing forward coastal area development.
