On March 12, Xi Jinping, Chinese President, also General Secretary of the Communist Party of China (CPC) Central Committee and Chairman of the Central Military Commission, attended a plenary meeting of the delegation of People's Liberation Army and armed police at the ongoing first session of the 13th National People's Congress (NPC), China's top legislature.

Xi said, "implementing the strategy of military-civilian integration is a prerequisite for building integrated national strategic systems and capabilities and for realizing the Party's goal of building a strong military in the new era." He emphasized efforts to further deepen military-civilian integration to provide an impetus and strategic support for realizing the Chinese dream and goal to build a strong military.

The military-civilian integration is an effective strategy for building a strong military, as well as revitalizing the state. The great rejuvenation of the Chinese nation relies on building a prosperous nation and a strong military at the same time. Promoting the development of the Party and the country's cause also needs implementation of a military-civilian integration strategy.

Since 18th CPC National Congress, the CPC Central Committee has highlighted military-civilian integration as a national strategy, which has shown momentum to accelerate advancements.

On implementing the strategy of military-civilian integration, Xi put forward new requirements to enhance strategic leadership, reform and innovation, coordination of local authorities and army, and the implementation of projects, charting the direction for People's Liberation Army (PLA) at the crucial period of reform and reshaping. It also opens prospects to the new cause of defense and military modernization in the new era.

The national defense and military advancement is the common cause of the Party, the army, and all nationalities of the country. The Party committees and governments at all levels should do more to support the cause of defense and military advancement, while the armed forces should render their service to economic and social development.

The military and local authorities should carry forward the glorious tradition of supporting the army and cherishing the people, constantly consolidating the military-civilian relationship. The military-civilian integration with Chinese characteristics would develop to serve as an impetus for realizing the Chinese dream.
