China regulates on animal epidemic prevention

China has worked out a draft regulation on an emergency response to a serious animal epidemic outbreak. The draft was deliberated and passed at State Council executive meeting presided over by Premier Wen Jiabao.

The regulation lays down the principles and guidelines to tackling serious animal epidemic outbreaks. It also clearly specifies the legal responsibilities of government departments, enterprises and individuals in preparing and responding to such an emergency. The regulation also covers monitoring, reporting and announcing of epidemics. The regulation will be promulgated by the State Council after further revision.

China supports poultry industry

Also at the Tuesday meeting, a batch of measures was adopted to check the spread of bird flu and to assist the development of the poultry industry.

The government says it will continue subsidising poultry vaccination and culling in the bird-flu affected areas and give out compensation in full and on time. Poultry processing and marketing businesses will be exempted from the 2005 corporate tax and enjoy rebates of value-added tax as well as export tax. Businesses and individuals involved in the poultry industry will also enjoy tax reductions or exemptions during the first half of 2006. Administrative fees on poultry businesses and individuals will be cut. Entry and exit inspection and quarantine fees on poultry exports will also be alleviated. The government will also expand the production and guarantee supply of bird flu vaccines for free compulsory vaccination.

I. Continue subsidising poultry vaccination and culling.

II. Cut taxes on businesses and individuals in the poultry industry.

III. Cut administrative fees for such businesses and individuals.

IV. Guarantee supply of bird flu vaccines for free compulsory vaccination.
