National sci-tech Conference concludes

The three-day National Science and Technology Conference has just wrapped up in Beijing. In addition to honoring China's outstanding scientists, the Chinese leadership put forward its plan to build China into an innovation-oriented country within 15 years.

This is China's first National Science and Technology Conference in the new century, and the fourth one since the New China was established in 1949.

This year's conference focused on honoring outstanding scientists, mapping out strategic high-tech development for the next 15 years, and to mobilize the whole country to build an innovation-oriented country.

Premier Wen Jiabao emphasized five points to promote the development of the country's science and technology industries.

First, to give priority to the technological development of energy, water resources, and environmental protection. Second, to enhance industrial competitiveness by mastering equipment manufacturing and the information industry. Third, to put an emphasis on biological technology. Fourth, to accelerate the development of aerospace and ocean technology. And fifth, to strengthen the research of basic science and frontier technology.

The Premier also put forward four measures to implement the goal.

First, to further reform the sci-tech mechanism. Second, to work out incentive measures for self-innovation. Third, to invest more in science and technology. And fourth, to cultivate young talents in the sci-tech sector.

China has paid high price for its labor-intensive growth over the past two decades, including the deterioration of the environment. The central government is now determined to transform China into an innovation-oriented nation over the next 15 years. Observers believe the strategic change is an important milestone on China's path towards a well-off society.
