A intensive campaign to rein in illegal speculation and development will be soon be launched, adding to government efforts to cool a heady property market.

Starting in March and lasting 5 months into July, the crack down will target developers who use land for purposes that have not got official approval, as well as those who build townhouses without permission. Authorities will also be on the look-out for developers building houses that are too large or engage in speculation.
