Special Report: 2010 NPC & CPPCC Sessions |

Economic restructuring and the transformation of the country's development strategy, are among the many proposals from NPC deputies and CPPCC members attending the two annual sessions.

This blueprint is a success story of economic restructuring.

NPC deputies gathered to discuss a way to apply the strategy to the whole country, at the two political sessions.

In the country's northeast, Changchun, Jilin, and Yanbian are 3 different cities under different municipalities.

Last November, the three cities formed the regional cooperation areas under the approval of the State Council. Since then, they became the driving force in developing the whole of Jilin province.

An Guiwu, CPPCC member, Jilin, said, "This has helped development by combining natural and favorable conditions: proximity, related industries and complementary resources. "

Cui Jie, NPC deputy, Jilin, said, "This is a regional development strategy and also a test platform.

Last year, the country approved 12 similar regional cooperation areas.

The strategy is part of China's efforts at economic restructuring and transforming its pattern of development.

The strategy was first set up at the beginning of last year, after the financial crisis hit. Although, China is called the world's factory, 90 percent of its products were made by foreign brands.

Yang Jianlong, Researcher of State Council, said, "After the financial crisis, China has been recovering, but all the problems are not solved. It's even more compelling now."

Xiao Wei, NPC member, Jiangsu, said, "Without technology innovation and industry upgrading, there will be no future."

This is especially true for the industries in the country's southeastern coastal areas.

In many cases, the upgrading or the changing of productions lines means sacrificing local and national tax incomes.

But in the long run, restructuring and transforming growth patterns will benefit the country's future development.
