Environment issue tops law-making agenda

China's top legislature is considering a draft resolution on climate change and an amendment to its renewable energy law. The issues are top on the agenda of a bimonthly session, scheduled from Monday to Thursday.

The NPC Standing Committee plenary meeting was presided over by Chairman Wu Bangguo. Lawmakers began to deliberate on a State Council work report on handling climate change.

The report reiterates the stance of sticking to the principle of "common but differentiated responsibilities" established by the UN Framework Convention on Climate Change. The current three-year-old renewable energy law aims to promote the development of green energy, ensure energy security as well as protect the environment.

China issued a national plan on the development of renewable energy in September, 2007. It says China will increase the portion of renewable resources to 15 percent in its total energy consumption by 2020.
