The Ministry of Human Resources and Social Security says 2009 was the most difficult year in a decade. Despite huge challenges, the regulator says employment and social security targets were met.

According to the Ministry of Human Resources and Social Security, 5.1 million workers who lost their jobs managed to find new ones. That figure tops the goal of 5 million. Social insurance revenue was almost 1.6 trillion yuan in 2009, up 16.6 percent from 2008.

Yin Chengji, Spokesperson of Ministry of H/R and Social Security, said, "11.2 million new jobs were created in urban areas last year. That's 2 million more than we targeted for in 2009. Unemployment in China's cities hit 4.3 percent during the period."
