President Hu Jintao made a speech at the conference. He says Tibet has achieved its goal of building a well-off society after 50 years of reform especially since China conducted the opening up policy 30 years ago.

President Hu says Tibet turned a corner in its development. Its future targets include improving farming conditions, enhancing the ability of self-development, raising the ability of basic public service, protecting the plateau environment and enlarging cooperation with other Chinese provinces and regions.

When referring to the ethnic minority policy, President Hu Jintao insists Tibet maintains the perfect system of regional autonomy. He says the central government will prevent and crack down on any activities by Tibetan Separatists.

Discussing economic policy, Premier Wen Jiabao told the conference that the central government will stick to the continuity and stability of special preferential policies to Tibet. It includes implementing tax incentives to Tibet, enhancing financial support, expanding the scale of investment and training more professionals.
