China plans to have 150-million 3G mobile users by 2011. The Ministry of Industry and Information Technology says the country will also invest 400 billion yuan in 3G development by then.

Under the plan, the number of 3G base stations will exceed 400-thousand by 2011 and cover all cities, most counties and towns, main highways, and tourist spots. The Chinese government issued the 3G licenses last year to the country's three mobile operators - China Mobile, China Telecom and China Unicom. Data shows the number of 3G users in China had risen to more than 16 million by February.
