Japanese Prime Minister Yukio Hatoyama arrived in South Korea's capital, Seoul, on Friday morning for a one-day visit.
South Korean President Lee Myung-bak held talks with Yukio Hatoyama about the DPRK's nuclear program. Both leaders agreed that the DPRK must be refused aid until it takes steps to dismantle its nuclear weapons program.
Hatoyama says he supports Lee Myung-bak's proposal to offer a "grand bargain" of aid and concessions in exchange for denuclearization.
After their Seoul meeting, the two leaders will visit Beijing for a summit on the DPRK nuclear issue.
